How do i get my ex’s parental rights terminated?(australian laws)?

my daughter is 2 and her father left us when she was 6 months old, i did the right thing and let him see her but he did the wrong thing. He pays child support but only $12 a week!! coz he wont get a job, hes a drug user and is very mentally unstable, hes also a compulsive lier. i dont think that hes a very good role model for my daughter, he has made many threats on me, but i couldnt get an intervention order on him coz the judge didnt think he was a threat. Im afraid that he will affect my daughter and hurt her emotionally and expose her to potentially harmful people and environments please help i have been trying to find the laws about this in Australia but to no avail. and what are the laws in aus about having him charged with abandonment?????
