A) prohibition and intervention
B) providing education, health care, after school activities and opportunities and other intervention programs
the ones who have chosen A; PLEASE TELME WHY IT ISN’T WORKING THEN?!
parents are being blamed?! lets assume you are correct. these inappropriate parents were the youth yesterday. they were raised in a society who went with plan A which failed! so lets invest on the parents of tomorrow!!

It would be good to have some of both, but if a choice has to be made, B would be best because it’s aimed at prevention.
